  14. <p>    DIED. Joseph Block, 90, folksy, independent steel executive;
  15. in Chicago. The former chairman of the Inland Steel company,
  16. Block was a grandson of its founder and the son of its former
  17. president. Starting as a mill hand in 1922, he held nearly
  18. every position in the company before becoming chairman in 1959.
  19. His civic conscience and common touch ran deep; he threw the
  20. weight of his company behind securing a fair-employment law in
  21. Illinois and redeveloping East Chicago. In 1962 he caused
  22. controversy by breaking step with the steel industry and
  23. refusing to raise steel prices.
